The Energy and Resources Institute (TERI) has shared its views with the government on the framing of draft guidelines on Pumped Storage Projects (PSP) by the Ministry of Power. While welcoming the draft guidelines as a much needed step to achieve decarbonization of the electricity sector, TERI has asked for PSP programme to roll out in a Mission mode format for meeting large storage needs for achieving 2030 RE capacity goals.
TERI has asked SERCs to mandate Discoms to go for storage capacity contracting. It also urged for identification and development of projects with feasibility for creating storage and making competitive bidding a norm. TERI also made a point that priority must be given to off-the-river pumped storage projects, as these are easier to develop, have the advantage in terms of wider choice for sites, lower cost, faster construction period (2-4 years) and far less environmental impact.
